The18th National Congress of the CPC puts forward a plan to implement the innovation-driven strategy and place scientific and technological innovation as the key driving force for development.

The Outline of National Innovation-driven Development Strategy stesses that science and technology innovation is the need of the country, the general trend of the world and crucial for development. The outline puts forwards three-step strategy to build a new driving force by remaining committed to innovations driven by science, technology and innovation, and realize shifts in six aspects. The goal of the strategy is to join the rank of innovation-driven countries in2020 and a leading nation by2030 and a country strong in science and technology innovation by2050.
