Opinions on Deepening Institutional and Mechanism Reforms for the Talents Development

The regulation aims to establish and improve the system in talent management and, to the maximum degree, invigorate the spirit of talents in creation, innovation and entrepreneurship.

The issuance of the Opinions on Deepening Institutional and Mechanism Reforms for the Talents Development will promote institutional and mechanism reform for development of talents and construct a standard, scientific, open, inclusive and highly efficient talent development system.  The regulation lists eight reform measures around establishing and improving the talents management system and puts forward a series of steps from management, cultivation, assessment, exchanges and rewards,  to organizations. The Opinions provide a strong foundation to develop talents for global competitiveness.
