Science and Technology Innovation Regulations of Shenzhen Special Economic Zone is a comprehensive systematic regulations to promote and protect science and technology innovation.

The Regulations were enacted on November 1, 2020. Many of the institutional designs covering basic and applied basic research, technological innovation, scientific achievements, fintech, IPRs, space guarantee and entrepreneurial environment are innovative. Enacted as a legislation for the first time, the regulations endow science researchers ownership or long-term use of science and technology achievements tied to their positions, allow higher learning and research institutes in Hong Kong to apply for the science projects in the Chinese mainland, and establishes same shares but different voting rights mechanism to make up shortfalls in the development of science and technology innovation.
