1.Prelude
1.1 Introduction
1.1.1 This policy is made according toClause6.5 of the Support Measures for Scientific Research, Innovation and Startups in the Shenzhen Park of Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone and Clause51 of theNotice of the Party Committee and People's Government of Futian District, Shenzhen City, on Several Measures for Further Implementing the Futian Talent Pool Program (Fu Fa [2019] No.4).
1.1.2 TheseApplicationGuidelines shall be read together with the application forms. Unless otherwise indicated, the words and phrases used in theseApplicationGuidelines shall have the same meaning as those contained in the application forms.
2.Content of the Policy
2.1 The“Shenzhen-Hong Kong Housing for Research Talents” program will be developed under the Housing Program to accommodate researchers and managers working in the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone. Cultural, sports and recreational amenities as well as Hong Kong-style public services will be provided for Hong Kong and international researchers working and living in the Shenzhen Park. For those who do not reside in such housing, a rental subsidy will be provided based on the Shenzhen’s rental subsidy standard for talents.
3.Conditions for Application
3.1 Researchers who meet the following conditions in their entirety can apply to the Human Resources Bureau of Futian District for special funding support:
(a) That they are holding a full-time master’s degree or higher and working full time for research organizations, R&D enterprises or research outcome commercialization/incubation platforms in the Shenzhen Park;
(b) That they shall be permanent residents of Hong Kong or Macao, Hong Kong residents who are qualified for the Hong Kong Talent Entry Scheme, mainland residents or foreign nationals who settle down in Hong Kong or Macao, Chinese citizens who have been granted long-term residence permit overseas and return to China for education purpose, or overseas Chinese;
(c) That the applicants themselves, their spouses or minor children do not own housing (including land used for housing development purpose), are not renting public rental housing or talent housing, and are not receiving rental subsidies in Shenzhen; and
(d) That the applicants are not beneficiaries of the preferential personal income tax policies for the Guangdong-Hong Kong-Macao Greater Bay Area in the current year.
4.Support Measures
4.1 The Housing Program provides either of the following two kinds of support:
(a) Physical housing: the Officeof the Cooperation Zoneshall be responsible to apply for industrial talent housing to secure the provision of physical housing for the applicants.
(b) Financial subsidy: each eligible applicant shall be granted RMB30,000 in housing subsidy every year. The same person shall be granted such support for no more than three (3) years on a cumulative basis.
5.Application Procedures
5.1 Physical housing
5.1.1 The Science and Technology Innovation Bureau of Futian District shall give full consideration to the needs for talent housing of the Office for the Cooperation Zone in formulating eligibility criteria for accessing the industrial talent housing and take the enterprises in the Cooperation Zone into the scope of housing allocation and rental. The Office for the Cooperation Zone shall apply for the industrial talent housing following the talent housing policies of Futian District. The application procedures include the following steps:
(a) Acceptance of applications: Enterprises shall submit applications to the acceptance authority according to requirements set out in the housing allocation and rental notices if they meet the conditions specified in such notices of applying for talent housing.
(b) Examination and allocation: The competent administrative departments of the district government in charge of various industries shall conduct eligibility check and allocate housing within their housing quotas and work out lists of proposed beneficiaries of the talent housing upon expiration of the acceptance period specified in the housing allocation and rental notices.
(c) Review of the beneficiary lists: The Housing and Construction Bureau of Futian Districtshall be responsible to gather the proposed lists of beneficiaries from various industry authorities and submit them to the thematic meeting of the district government for deliberation.
(d) Notification and execution: The proposed lists of beneficiaries shall be notified to the public on the district government's official website for a period of at least five (5) working days once it is approved by the district government’s thematic meeting. If no objection is raised against a prospective beneficiary or any objection is indeed raised against a prospective beneficiary but found invalid, the Housing and Construction Bureau of Futian District shall notify the enterprises on the lists to sign housing rental contracts respectively.
5.2 Financial subsidy
5.2.1 The applicants shall submit the following documents to the Human Resources Bureau of Futian District:
(a) ApplicationForm for the Housing Program of the Shenzhen Park in Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone;
(b) Effective ID and education certificates of the applicants (originals to be checked and copies to be collected);
(c) Employment (appointment) contracts signed by the applicants with their employers, and materials proving the applicants’ full service for the employers in the Shenzhen Park such as the record of the payment of salary and performance bonus (originals to be checked and copies to be affixed with the official seals of the employers); and
(d) Certificates of family conditions of the applicants (e.g. certificates of marriage, certificates issued by the employers or the competent administrative departments).
5.2.2 Preliminary examination
The Management Authorityshall be responsible to preliminarily check and confirm the fact that the applicants are actually at the service of research projects in the Shenzhen Park.
5.2.3 Re-examination
The Housing and Construction Bureau of Futian Districtshall be responsible to examine whether the applicants have owned housing or enjoyed preferential housing policies in Shenzhen.
5.2.4 Review
The Human Resources Bureau of Futian Districtshall be responsible to review the applications and ask the applicants to make up for insufficient materials by offering them a list of all materials to be submitted or reject application materials failing to comply with policy provisions with a note explaining the cause of such rejection.
5.2.5 Notification
Applications approved shall be notified to the public through the official website of Futian District Government for a period of five (5) working days. If an application is opposed and found through investigations ineligible for the program, the application shall be returned with a note explaining the cause of such rejection.
5.2.6 Disbursement
The Human Resources Bureau of Futian Districtshall be responsible to disburse the subsidies to the applicants.
6.Others
6.1 Subject to the restriction of housing availability and annual fiscal budgets, the standards of support under this program may be adjusted in due course.
6.2 The applicants and the organizations they are affiliated with are responsible forauthenticity and accuracy of the application materials. If an applicant is found to have falsified such materials and or engaged in other violations, the applicant will be struck off as a talent, deprived of the housing and subsidy for the current year and denied the eligibility to apply for the policy support of Futian District for a subsequent period of five (5) years. If the applicant is suspected of having breached laws, he/she will be held responsible for legal consequences.
6.3 These guidelines shall be effective as of December11,2020, for a period of one (1) year.
6.4 The Talent Work Bureau and the Human Resources Bureau of Futian Districtshall be responsible to interpret these guidelines. All queries shall be directed to the Talent Work Bureau (829-701-53) or Human Resources Bureau (829-185-37) of Futian District.
