1.Time of Application
1.1 Applications shall be accepted throughout the year.
2.Methods and Amounts of Support
2.1 The total financial support to a single organization for both the acquisition and financial lease of research instruments shall be subject to the ceiling of RMB20 million.
2.1.1 Acquisition of large-sized research instruments: If an organization acquires the right to use or own a research instrument by way of acquisition, the organization will be given a subsidy at a rate of20% of the contract price for the instrument concerned. The large-sized research instruments refer to research instruments that are of great significance to the Shenzhen Park for their use in scientific research, technological development or other scientific and technological activities and are priced at more than RMB2 million for each piece/set.
2.1.2 Financial lease of large-sized research instruments: If an organization acquires the right to use or own a research instrument by way of financial lease, the organization will be given a subsidy at a rate of8% of the financial lease contract price for a period of up tothree (3) years. The large-sized research instruments refer to research instruments that are of great significance to the Shenzhen Park for their use in scientific research, technological development or other scientific and technological activities and are priced at more than RMB2 million for each piece/set.
3.Conditions for Application
3.1 Acquisition ofLarge-sizedResearchInstruments.
3.1.1 The applicants shall be research organizations, R&D enterprises or research outcome commercialization/incubation platforms duly registered with the Shenzhen Park, operating according to law and falling into the priority research areas and orientations designated by the Shenzhen Park.
3.1.2 The equipment seeking subsidies under this support program shall be those that have not yet been granted support under other support programs of the Shenzhen Park.
3.1.3 The equipment seeking subsidies under this support plan shall be mainly used for R&D activities that are well aligned with the R&D orientations of the applicants themselves. While meeting the applicants’ own needs, it shall be open to other institutions or individuals for research and technological development purposes.
3.1.4 The instruments or equipment granted acquisition subsidies shall be registered with the Shenzhen Park, accompanied with letters of commitment specifying that they will not be sold or moved outside of the Shenzhen Park within five (5) years of their acquisition.
3.1.5 The applicants shall undertake to share their research instruments (excluding confidential, special or dedicated equipment or other scientific and technological resources) within the Shenzhen Park.
3.1.6 The acquisition contracts are signed after the date of issuance of theSupport Measures for Scientific Research, Innovation and Startups in the Shenzhen Park of Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone.
3.1.7 The applicants shall have self-developed intellectual properties in relevant areas.
3.1.8 Priorities will be given to the first set/piece of the products on the guidance catalogue for the promotion and application ofthefirst set/piece of major technological equipment granted national, provincial or municipal support.
3.1.9 Should the applicants or their legal representatives violate research integrity, they shall be entered on to the Shenzhen Park’s list of research integrity exceptions and subject to relevant restrictions in applying for fiscal support.
3.2 FinancialLease ofLarge-sizedResearchInstruments
3.2.1 The applicants shall be research organizations, R&D enterprises or research outcome commercialization/incubation platforms duly registered with the Shenzhen Park, operating according to law and falling into the priority research areas and orientations designated by the Shenzhen Park.
3.2.2 The financial lease organizations shall be those designated by the Management Authority, registered in the Shenzhen City and qualified to deal in the financial lease business.
3.2.3 The subsidies sought for equipment under this support program shall be mainly used for R&D activities that are well aligned with the R&D orientations of the applicants themselves. While meeting the applicants’ own needs, it shall be open to other institutions or individuals for research and technological development purposes.
3.2.4 The subsidies sought for equipment under this support program shall be those that have not yet been granted support under other support programs of the Shenzhen Park.
3.2.5 The instruments or equipment granted financial lease subsidies shall be registered with the Shenzhen Park, accompanied with letters of commitment specifying that they will not be sold or moved outside of the Shenzhen Park within three (3) years of their lease.

4.Application Materials
(the following materials excluding originals shall be affixed with official seals)
4.1 Application Form for Large-sized Research Instruments Acquisition Support or Application Form for Large-sized Research Instruments Financial Lease Support.
4.2 Copies of the ID cards of the applicants’ legal representatives.
4.3 Copies of the applicants’ financial audit reports for the past three (3) years.
4.4 Copies of the applicants’ tax payment certificates for the past three (3) years.
4.5 Copies of the acquisition /financial lease contracts and relevant vouchers.
4.6 Certificates of the advancedness of the technologies and reward documents of the applicants, including copies of the originality check reports, the list of relevant papers (including such information as the journals where the papers were published), the product testing report, etc.
4.7 Letters of commitment specifying that the instruments or equipment granted support will be registered with the Shenzhen Park and will not be sold or moved outside of the Shenzhen Park within three (3) years of their acquisition.
4.8 Letters of commitment to share research instruments (excluding confidential, special or dedicated equipment or other scientific and technological resources) within the Shenzhen Park.
4.9 Letters of commitment to agree that the Management Authority can check the use of the research instruments on a regular basis.
4.10 Other materials.
5.Application and Approval Procedures
5.1 Application: All research organizations, R&D enterprises or research outcome commercialization/incubation platforms eligible to apply for the large-sized research instruments acquisition or financial lease support can apply to the Management Authority by submitting the required application materials.
5.2 Acceptance: The acceptance personnel shall be responsible to verify the application materials and file those that are complete, standardized and in line with statutory forms. Applications that do not comply with requirements will be returned for corrections and may be filed later after they are corrected. Those ineligible shall be rejected.
5.3 Examination: The Management Authority shall examine the applications. Should an application be found incomplete or incorrect, the applicant shall be required to make additions or corrections.
5.4 Approval: The Management Authority shall be responsible to draft a proposed support plan and then refer the draft plan to the Working Meeting of the Shenzhen Steering Group Office for Development of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone for deliberation and approval.
5.5 Finalization: Projects approved shall be notified to the public in accordance with existing provisions. Regarding those without objections or with objections that have been resolved during the period of notification, the supporting funds shall be disbursed as required.
6.Others
6.1 These guidelines shall be effective as of December11,2020, for a period of one (1) year.
