Research and Industrial Space Support ProgramApplication Guidelines

1.Time of Application

1.1Applications shall be accepted throughout the year.

2.Methods and Amounts of Support

2.1 The Management Authority shall provide office property rental support in an amount of up to RMB20 million on a yearly basis or up to RMB100 million on a cumulative basis for a period of up toten (10) years. Moreover, it will provide renovation funding support in an amount of up to RMB10 million as well as property management fee support at a certain rate. No property is to be sub-let during the period that it enjoys rental support.

2.1.1 A tenant who leases government-owned properties for basic research purposes will be exempt from the payment of rental, while a tenant who leases private properties for the same purposes will be granted corresponding rental support. If such tenant needs to renovate the property it leases to meet the research requirements, the renovation expenses will be refunded in full amount, including the expenditure for space alteration, office equipment, consumables acquisition, etc. In addition,50% of the property management fees payable by such tenant will be refunded.

2.1.2 A tenant who leases government-owned properties for applied R&D purposes will be exempt from paying 30% of the rental determined by market prices, while a tenant who leases private properties for the same purposes will be granted corresponding rental support. If such tenant needs to renovate the property it leases to meet research requirements,70% of the renovation expenses will be refunded, including the expenditure for space alteration, office equipment, consumables acquisition, etc. In addition,50% of the property management fees payable by such tenant will be refunded.

2.1.3 A tenant who leases government-owned properties to accommodate public service platforms will be exempt from the rental, while a tenant who leases private properties for the same purpose will be granted corresponding rental support. If such tenant needs to renovate the property it leases to meet research requirements,50% of the renovation expenses will be refunded, including the expenditure for space alteration, office equipment, consumables acquisition, etc. In addition,30% of the property management fees payable by such tenant will be refunded.

2.1.4 A tenant who leases government-owned properties to serve as research outcome commercialization/incubation platforms will be exempt from paying70% of the rental determined by market prices, while a tenant who leases private properties for the same purpose will be granted corresponding rental support. If such tenant needs to renovate the property it leases to meet research requirements,30% of the renovation expenses will be refunded. In addition,30% of the property management fees payable by such tenant will be refunded.

3.Conditions for Application

3.1 The applicants shall be research organizations, R&D enterprises or research outcome commercialization/incubation platforms that have been granted support under the International Basic and Applied Basic Research Organization Development Program and Basic and Applied Basic Research Project Financial Support Program, the Technology Innovation Platform Development Program or the R&D Enterprise Incubator Development Support Program. Under the four (4) categories of support programs, if a project owner needs research or industrial space support from the Management Authority, it shall state such need and the bases of calculation in its application materials. The support, if any, will be given according to the results of project review by the third-party organizations.  The office space leased shall be subject to the ceiling often (10) square meters per capita for subsidy purposes, while the area of experimental site shall be calculated based on actual conditions.  The subsidies for renovation shall be subject to the ceiling of RMB1,500 per square meter.

3.1.1 Research organizations, R&D enterprises or research outcome commercialization/incubation platforms granted support under theClause2.1.1 shall be included into the basic research category under the International Basic and Applied Basic Research Organization Development Program and the Basic and Applied Basic Research Project Financial Support Program.

3.1.2 Research organizations, R&D enterprises or research outcome commercialization/incubation platforms granted support under theClause2.1.2 shall be included into the applied basic research category under the International Basic and Applied Basic Research Organization Development Program and the Basic and Applied Basic Research Project Financial Support Program.

3.1.3 Research organizations, R&D enterprises or research outcome commercialization/incubation platforms granted support under theClause2.1.3 shall be funded by the Technology Innovation Platform Development Program.

3.1.4 Research organizations, R&D enterprises or research outcome commercialization/incubation platforms granted support under theClause2.1.4 shall be funded by the R&D Enterprise Incubator Development Support Program.

3.2 Should the applicants or their legal representatives have research integrity violations, they shall be entered on to the Shenzhen Park’s list of research integrity exceptions and subject to relevant restrictions in applying for fiscal support.

4.Application Materials

(the following materials excluding originals shall be affixed with official seals)

4.1 Project Application

Outline of the Project Application (including the table of contents and page numbers).

4.1.1 Project Summary: It shall include the names, legal person status, key areas of research, technological foundation, and operational model of the applicant, the conditions for project development, the total investment in the research organization, the total amount of government subsidies sought, etc.  

4.1.2 Space Lease and Renovation Plan: They shall include the research and industrial space planning and renovation designs, the siting plans (including the distribution of laboratories and offices, the accommodation of research instruments, etc.), and the fund use plans, which shall list the renovation expenses in detail, including the list of key materials to be purchased.

4.2 Application Form for the Subsidy for Research and Industrial Space Rental and for Property Management Fees (see Attachment1), and the Application Form for Funding Support for Research and Industrial Space Renovation (see Attachment2).

4.3 Copies of the ID cards of the applicants’ legal representatives.

4.4 Copies of the applicants’ financial audit reports for the past three (3) years (if the applicant has been in existence for less than three (3) years, then the reports for the period up to the present are required).

4.5 Copies of the applicants’ tax payment certificates for the past three (3) years.

4.6 Certificates of the advancedness of the technologies and reward documents of the applicants, including copies of the originality check reports, the list of relevant patent and papers (including such information as the patent number and journals containing the papers), the product testing report, etc.

4.7 Effective lease contracts if industrial space has been leased in the Shenzhen Park, or letters of intent to lease such space if the property is privately owned and no lease contracts have been signed.

4.8 Letters of commitment to incorporate enterprises or organizations as independent legal persons in the Shenzhen Park if the applicants have not yet registered enterprises or organizations in the park.

4.9 Other materials.

Note: Materials that have been submitted in applying for the International Basic and Applied Basic Research Organization Development Program, the Basic and Applied Basic Research Project Financial Program, the Technology Innovation Platform Development Program or the R&D Enterprise Incubator Development Support Program do not have to be re-submitted.

5.Application and Approval Procedures

5.1 Application: All eligible research organizations, R&D enterprises or research outcome commercialization/incubation platforms can apply to the Management Authority by submitting the required application materials.

5.2 Acceptance: The acceptance personnel shall be responsible to verify the application materials and file those that are complete, standardized and in line with statutory forms. Applications that do not comply with requirements will be returned for corrections and may be filed later after they are corrected. Those ineligible shall be rejected.

5.3 Examination and Review: The Management Authority shall preliminarily examine the applications through internal meeting. Should an application be found incomplete or incorrect, the applicant shall be required to make additions or corrections. Afterwards, the Management Authority shall commission the third-party project review organizations to review the applications under the International Basic and Applied Basic Research Organization Development Program and Basic and Applied Basic Research Project Financial Support Program, the Technology Innovation Platform Development Program or the R&D Enterprise Incubator Development Support Program and issue expert opinions and review reports. The area eligible for rental support, the support for renovation and the support for property management fees shall all be assessed simultaneously in the project review process.

5.4 Approval: The Management Authority shall be responsible to draft a proposed support plan based on the results of the third-party project review and then refer the draft plan to the Working Meeting of the Shenzhen Steering Group Office for Development of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone for deliberation and approval.

5.5 Finalization: Projects approved shall be notified to the public in accordance with existing provisions. Regarding those without objections or with objections that have been resolved during the period of notification, the Management Authority shall issue the corresponding applicants aNotice of Project Approval; for those disapproved, it shall issue the corresponding applicants aNotice of Project Rejection.

6.Others

6.1 These guidelines shall be effective as of December11,2020, for a period of one (1) year.
