Support Program for the Modification of Private Property into Research Space Application Guidelines

1.Time of Application

1.1 Applications shall be accepted throughout the year.


2.Methods and Amounts of Support 

2.1 If the owner of a private property in the Shenzhen Park takes the initiative to renovate property according to relevant government plans without changing the original land use, the owner will be provided financial support of up to50% of the actual spending, or in an amount capped at RMB30 million, provided that the renovated property meets the needs of scientific research institutes, R&D enterprises and scientific achievement commercialization/incubation platforms and passes the inspection for acceptance.


3. Conditions for Application

3.1 The applicants shallbe required to meet the following conditions:

3.1.1 They shall be owners who have titles to private properties in the Shenzhen Park. 

3.1.2 They shall operate lawfully in the Shenzhen Park and be free of any legal or regulatory violations.

3.1.3 They shall undertake renovation according to relevant government planning. 

3.2 Should the applicants or their legal representatives violate research integrity, they shall be entered on to the Shenzhen Park’s list of research integrity exceptions and subject to relevant restrictions in applying for fiscal support.


4.Application Materials 

(the following materials excluding originals shall be affixed with official seals)

4.1 Copies of the ID cards of the applicants’ legal   representatives. 

4.2 Materials proving the financial strength of the applicants (e.g. shareholders audit reports, corporate assets certificates, tax payment certificates, etc.).

4.3 Ownership certificates of properties in the Shenzhen Park.

4.4 Agreements signed by and between the applicants and the Management Authority with respect to the needs for renovation, specifying the rights and obligations of both sides, the objectives, contents, methods and parameters of renovation, etc.

4.5 Budget statements for the space renovation project.

4.6 Acceptance reports (including specific renovation parameters stated in the renovation agreements), the fire safety acceptance opinions, etc. 

4.7 Project settlement reports.


5.Application and Approval Procedures

5.1 Application: All eligible property owners can apply to the Management Authority by submitting the required application materials.

5.2 Acceptance and Examination: The applications will be accepted by the Management Authority. The acceptance personnel shall be responsible to verify the application materials and file those that are complete, standardized and in line with statutory forms. Applications that do not comply with requirements will be returned for corrections and may be filed later after they are corrected. Those ineligible shall be rejected. The Management Authority shall then examine the applications according to established procedures and finally submit those complying with set conditions to the Working Meeting of the Shenzhen Steering Group Office for Development of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone for deliberation and approval. Projects approved at the meeting shall be established. 

5.3 Project Management: The Management Authority shall commission the third-party construction project management organizations to supervise the entire process of the space renovation.

5.4 Acceptance and Approval: The Management Authority shall be responsible to draft a proposed support plan based on the project acceptance documents and project settlement reports and then submit the plan to the Working Meeting of the Shenzhen Steering Group Office for Development of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone for deliberation and approval.

5.5 Finalization: Projects approved shall be notified to the public in accordance with existing provisions. Regarding those without objections or with objections that have been resolved during the period of notification, the support funds shall be disbursed as required.


6.Others

6.1These guidelines shall be effective as of December11,2020, for a period of one (1) year.
