1.Time of Application

1.1 Applications shall be accepted throughout the year. 

2.Methods of Support

2.2 The properties leased by research organizations, R&D enterprises or research outcome commercialization/incubation platforms from the government will be permitted to be so altered and/or renovated as to meet the special requirements of scientific research labs in terms of architectural structure, materials, height and bearing capacity, etc..

3.Conditions for Application

3.1 The applicants shall be research organizations, R&D enterprises or research outcome commercialization/incubation platforms that have been granted support under the Basic and Applied Basic Research Organization Development Program, the Basic and Applied Basic Research Project Financial Support Program, the Technology Innovation Platform Development Program or the R&D Enterprise Incubator Development Support Program. 

3.2 The applicants have special needs for their research laboratories in terms of architectural structure, materials, height and bearing capacity and the renovation or alteration comply with relevant safety and environmental protection requirements. 

3.3 Should the applicants or their legal representatives violate research integrity, they shall be entered on to the Shenzhen Park’s list of research integrity exceptions and subject to relevant restrictions in applying for fiscal support.

4.Application Materials 

(the following materials excluding originals shall be affixed with official seals)

4.1 Research Laboratory Space Renovation Feasibility Study Report;

Outline of the Research Laboratory Space Renovation Feasibility Study Report (including the table of contents and page numbers).

4.1.1 Project Summary: Itshall include the name, the overview of the legal person, the main objectives, contents, place, time and conditions of the project development, the total investment, the total amount of government funds sought, etc.

4.1.2 Goals and Plan of Space Renovation: Theyshall include the aims and plans of space renovation (The space renovation plans shall be concrete, detailed and feasible, including the uses of space renovation, relevant parameters and notes on height, bearing, materials, fire safety, among others.).

4.1.3 Implementation Progress and Management: Theyshall include the development period and schedule, etc. 

4.1.4 OtherMattersRequiringExplanations.

4.2 Copies of the ID cards of the applicants’ legal representatives. 

4.3 Letters of commitment to comply with laws and regulations for safety purposes in the process of space renovation.

4.4 Other materials. 

5.Application and Approval Procedures

5.1 Application: All eligible research organizations, R&D enterprises and commercialization/incubation platforms can apply to the Management Authority by submitting the required application materials.

5.2 Acceptance: The acceptance personnel shall be responsible to verify the application materials and file those that are complete, standardized and in line with statutory forms. Applications that do not comply with requirements will be returned for corrections and may be filed later after they are corrected. Those ineligible shall be rejected.

5.3 Examination: The Management Authority shall preliminarily examine the applications 

through internal meeting. Should an application be found incomplete or incorrect, the applicant shall be required to make additions orcorrections.

5.4 Approval: The Management Authority shall formulate examination opinions and submit the applications to the district leaders in charge of the affairs for approval. Afterwards, the approved applications will be further reported on a regular basis to the Working Meeting of the Shenzhen Steering Group Office for Development of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone.

5.5 Finalization: Projects approved shall be issued theNotice on Approval of the Space Renovation to Research Laboratories.

6.Others

6.1 These guidelines shall be effective as of December11,2020, for a period of one (1) year.
