1.Time of Application
1.1 Applications shall be accepted by milestones.
2.Key Areas of Research
2.1 The key areas of support shall include six (6) scientific research fields, namely,medical technology, bigdata and AI, robotics, newmaterials, microelectronics, andfintech, as well as other future-oriented cutting-edge science and technology fields.
3.Methods and Amounts of Support
3.1 Once approved by the Management Authority, a rental subsidy shall be offered to the R&D enterprise as per the standard of RMB50 per square meter per month, with a ceiling of1,000 square meters in space floor and thirty-six (36) months in time duration.
4.Conditions for Application
4.1 The R&D enterprises shall be independent legal persons duly registered with the Shenzhen Park. Their operating entities shall be located in the Shenzhen Park, with such key operations as tax payment, financial accounting and service provision taking place in the Shenzhen Park.
4.2 The R&D enterprises shall be duly registered with the Shenzhen Park and operated in the innovation-and-incubation-service platforms officially accepted in accordance with the Provisional Measures of Futian District for Identifying and Managing Tech Industry Parks (Incubators). Moreover, the registration shall be finished after these application guidelines are issued.
4.3 The R&D enterprises shall have self-developed intellectual properties or invention patents that embody highly innovative technologies and therefore boast considerably vast market potentials.
4.4 The area of office space supported is subject to six (6) square meters per capita. The period of such subsidy shall generally not exceedtwenty-four (24) months, or in the case of businesses in special domains (e.g. medical technology, microelectronics, etc.) thirty-six (36) months, since the applicants become residents of the innovation and entrepreneurship service platforms.
4.5 Should the applicants or their legal representatives violate research integrity, they shall be entered on to the Shenzhen Park’s list of research integrity exceptions and subject to relevant restrictions in applying for fiscal support.
5.Application Materials
(the following materials excluding originals shall be affixed with official seals)
5.1 Application Form for the R&D Enterprise Office Space Support Program
5.2 Originals and copies of property lease contracts and the invoices for the payment of rental
5.3 Financial audit reports of the applicant for the past three (3)years (if the applicant has been in existence for less than three (3) years, then the reports for the period up to the present are required)
5.4 Certificates of the advancedness of the technologies and reward documents of the applicants, including copies of the originality check reports, the list of relevant papers (including such information as the journals where the papers were published), the product testing report, etc.
5.5 Certificates of the social security contributions by the applicants’ personnel for the past three (3) months

6.Application and Approval Procedures
6.1 Application: All eligible applicants can apply to the Management Authority by submitting the required application materials.
6.2 Acceptance: The acceptance personnelshall be responsible to verify the application materials and file those that are complete, standardized and in line with statutory forms. Applications that do not comply with requirements will be returned for corrections and may be filed later after they are corrected. Those ineligible shall be rejected.
6.3 Examination: The Management Authorityshall preliminarily examine the applications through internal meeting. Should an application be found incomplete or incorrect, the applicant shall be required to make additions or corrections.
6.4 Approval: The Management Authority shall be responsible to draft a proposed support plan and then refer the plan to the Working Meeting of the Shenzhen Steering Group Office for Development of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone for deliberation and approval.
6.5Finalization: Projects approved shall be notified to the publicin accordance with existing provisions. Regarding those without objections or with objections that have been resolved during the period of notification, the support funds shall be disbursed as required.
7.Others
7.1These guidelines shall be effective as of December11,2020, for a period of one (1) year.
