New Products Trial Use Support Program Application Guidelines

1. Time of Application


1.1 Applications shall be accepted by lots.


2. Key Areas of Support


2.1 The key areas of support shall include six (6) scientific research fields, namely, medical technology, big data and AI, robotics, new materials, microelectronics, and fintech, as well as other future-oriented cutting-edge science and technology fields.


3. Methods and Amounts of Support


3.1 With respect to the eligible applicants, when a new product complying with the conditions set under the program is launched on the market, the applicants shall be given supporting funds at a rate of 30% of the value of its first sales contract or in an amount ranging from RMB 200,000 to RMB 2 million for a single contract.


4. Conditions for Application


4.1 The applicants shall be research organizations, R&D enterprises or research outcome commercialization/incubation platforms duly registered with the Shenzhen Park, granted independent legal person status and capable of industrializing and marketing their research outcomes.


4.2 The applicants shall have relatively strong R&D capabilities and teams, sound foundation and relative advantages in terms of innovation expenditure, business model, operation and management, marketing, etc.


4.2.1 In case where the applicants are research organizations, they shall in principle be required to have professional technology and management teams, considerably high-level R&D outcomes and technology strength, and relatively strong technology development and project implementation capabilities.They shall also be required to be in good conditions in terms of operation and management and must have sizeable financial strength.


4.2.2 Should the applicants be enterprises, they shall in principle during the past three (3) years be required to be among the global top 500 enterprises, China’s top 500 enterprises, China’s top 500 manufacturing enterprises, China’s top 500 private enterprises, or on the Ministry of Science and Technology’s list of unicorn enterprises in China. Alternatively they shall be the national-level hi-tech enterprises, the top 100 industrial enterprises  of Shenzhen, the unicorn enterprises or quasi-unicorn enterprises certified by the Torch High Technology Industry Development Center, Ministry of Science and Technology,  the unicorn enterprises certified by the competent administrative departments of Shenzhen City, the gazelle enterprises certified by the annual development report of gazelle enterprises in national hi-tech areas released by the Torch High Technology Industry Development Center, Ministry of Science and Technology, or the top 200 advanced manufacturing enterprises of Shenzhen City in terms of industrial value added.


4.2.3 If the applicants are research outcome commercialization/incubation platforms, they shall be innovation or entrepreneurship service vehicles certified by national, provincial or municipal administrative departments of science and technology as well as by the Provisional Measures of Futian District for Identifying and Managing Tech Industry Parks (Incubators).


4.2.4 Should the applicants or their legal representatives violate research integrity, they shall be entered on to the Shenzhen Park’s list of research integrity exceptions and subject to relevant restrictions in applying for fiscal support.


4.3 The new products shall be required to meet the following conditions:


4.3.1 The new products shall be innovative ones that are developed for the first time across the country, excel among the same type of products, achieve major technological breakthrough, or enjoy relatively sharp competitive edge.


4.3.2 The products (services) shall fall into the key areas of support designated by the Shenzhen Park, comply with national industrial development policies, be of strategic value for national economic development, and have important impact on technological progress in the industries concerned.


4.3.3 The products (services) shall be technologically advanced and innovative. In addition, the applicable parties shall own the intellectual property rights and core invention patents of the new products.


4.3.4 The new products (services) shall be leading in terms of environmental protection performance and subject to quality assurance systems in line with international norms.


4.3.5 The new products (services) shall be technologically mature, reliable in terms of quality, and comply with national and municipal provisions and special requirements for the production and sale of products (services).


4.3.6 The products (services) shall be developed for the first time (among the first batch) ever in China, begin to see orders come in, and have bright market prospect and significant economic and social benefits.


4.4 The sales contracts of the new products shall be the first ones inked for the products supported.


4.5 Each entity can apply for the new products trial use support only once on a yearly basis.


5. Application Materials 

(the following materials excluding originals shall be affixed with official seals)


5.1 Application Form for the New Products Trial Use Support Program.


5.2 Copies of the ID cards of the applicants’ legal representatives.


5.3 Copies of the applicants’ financial audit reports for the past three (3) years.


5.4 Copies of the applicants’ tax payment certificates for the past three (3) years.


5.5 Certifications, evaluation reports or equivalent evidentiary materials of the products.


5.6 Evidentiary materials for the invention patents or intellectual property rights of the new products.


5.7 Product registration certificates issued by competent administrative departments.


5.8 Originality check reports issued by national or equivalent originality check organizations.


5.9 Product quality and performance test reports issued by designated or appropriate testing organizations.


5.10 Users’ opinions or relevant materials.


5.11 Other supporting materials required (for example, with respect to new products that are subject to special industry management requirements, e.g. pharmaceuticals, metric instruments, pressure vessels, postal and communication products, the applications shall be accompanied with special licenses or formal approval documents of the competent administrative departments).


5.12 Contracts, invoices and the bank statements relating to the sale.


5.13 Other materials.


6. Application and Approval Procedures


6.1 Application: All applicants eligible for the New Products Trial Use Support Program can apply to the Management Authority by submitting the required application materials.


6.2 Acceptance: The acceptance personnel shall be responsible to verify the application materials submitted and file those that are complete, standardized and in line with statutory forms. Applications that do not comply with requirements will be returned for corrections and may be filed later after they are corrected. Those ineligible shall be rejected.


6.3 Examination: The Management Authority shall preliminarily examine the applications through internal meeting. Should an application be found incomplete or incorrect, the applicant shall be required to make additions or corrections. 


6.4 Approval: The Management Authority shall be responsible to draft a proposed support plan based on the results of review by the project review organizations and approve the plan according to due procedures. Thereafter, the plan will be referred to the Working Meeting of the Shenzhen Steering Group Office for Development of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone for deliberation and approval.


6.5 Finalization: Projects approved shall be notified to the public in accordance with existing provisions. Regarding those without objections or with objections that have been resolved during the period of notification, the supporting funds shall be disbursed accordingly.


7. Others 


7.1 These guidelines shall be effective as of December 11, 2020, for a period of one (1) year.
