The first deal under the Kehui Tong pilot program was launched in the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone in October, 2023.

On Sept. 7, the Hong Kong Science Park Shenzhen Branch officially opened. The Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone witnessed the joint signing and settlement of 40 high-quality projects.

On April 19, the National Reform and Development Commission gives priority to support construction of Shenzhen Portion of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone in its Central Budgetary Fund Management Methods on Construction of GD-HK-Macao Greater Bay Area and integrated regional development of Yangtze River Delta area.

On March 12, the 14th Five-Year Plan and outline of Long-term Objectives for 2035 puts forward strengthening coordinated development of industry, education and research between Guangdong, Hong Kong and Macao, improving the structural system of “two corridors and two points” that comprises of GZ-SZ-HK Science and Innovation Corridor, GZ-Zhuhai-Macao Science and Technology Corridor, SZ-HK Loop Area and Hengqin Area, and promoting construction of national comprehensive science center.

On October, 14, General Secretary of CPC Central Committee Xi Jinping states clearly to plan well and construct Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone at the ceremony marking the 40th anniversary of Shenzhen Special Economic Zone.

On February 18, the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area points outs support to construction of Lok Ma-Chau Loop Hong Kong Innovation and Science and Technology Park and adjacent Shenzhen side industrial park to jointly build a science and technology innovation zone and construction of an international business environment focused on science and technology innovation and effective flows of innovation elements.

On August 18, the Opinions on Supporting Shenzhen Building a Leading Demonstration Zone of Socialism with Chinese Characteristics require speeding up construction of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, exploring synergic development mode, innovating scientific management mechanism, promoting highly efficient flows of personnel, funds, technologies and information.

On July 1, General Secretary of CPC Central Committee Xi Jinping witnesses the signing of Framework Agreement on Deepening Guangdong, Hong Kong and Macao, Pushing Forward Construction of GBA, which clearly supports construction of Hong Kong-Shenzhen Innovation and Science and Technology Park.

January

On January 3, Shenzhen and Hong Kong sign Cooperation Memorandum on Jointly Promoting the Development of Lok Ma-Chau Loop Area. The two sides agree to construct Shenzhen-Hong Kong Science and Technology Innovation Zone, which will cover 0.87 square kilometers on the Hong Kong side and 3.02 square kilometers on the Shenzhen side.

Shenzhen and Hong Kong jointly develop flood prevention and drainage project, which straightened the wavy Shenzhen River and formed a 0.87-square-kilometer loop area located south of new Shenzhen River that is under HK administration.
